Facilities Management
(Board Policy 7410 – Maintenance)
Our Facilities Teams (totaling 15 building technicians) are responsible for the maintenance and repair of 2.1 million square feet of building infrastructure. In 2004 our preventive maintenance program was recognized as a “best practice” by the State Auditor’s Office. In 2006 our preventive maintenance program and our zero-based budgeting processes were recognized as “best practices” by the Ohio Partnership for Excellence.

Our Site Management Team (5 grounds technicians and 1 vehicle technician) is responsible for maintaining over 400 acres. In November of 2008 Westerville South’s J.W. Sadler Field was selected as the national Schools and Parks Baseball Field of the year.


Facility Master Plan
(Board Policy 7100 – Facilities Planning)
The Board of Education recognizes that careful, prudent planning is essential to the efficient operation of the schools. Each year the Facility Master Plan is updated and publicly presented to the Board for their review. The plan updates include enrollment forecasting, school building capacity analysis, and space utilization options to accommodate current and future instructional space needs.

Capital Improvements Plan
Capital improvements are expenses that have an expected life span of five years or more. Our capital improvement needs are categorized into 4 areas (building & equipment repairs/replacement, technology replacement, instructional materials replacement, and bus replacement). On May 5, 2009 the community approved the Capital Improvements Levy for a “continuing period of time” rather than needing to be renewed every five years as with past capital levies.

Environmental Management Plan

Our buildings are routinely assessed by environmental engineers and local government agencies to assure safe learning and working environments. Compliance areas include asbestos, radon, underground storage tanks, Integrated Pest Management (IPM), and Indoor Air Quality (IAQ). The district is also involved in numerous Green initiatives to reduce waste. Recycling programs include paper, fluorescent lamps, carpet, tires, vehicle batteries, vehicle fluids, vehicle filters, and kitchen grease.
Our energy program is a people-oriented program designed to improve the comfort level in the learning environment, while reducing energy consumption (thus reducing costs). In 2009 Westerville City Schools received the Energy Pacesetter Award for demonstrating 2.7 million in cost savings over two years (2007 & 2008).
A proactive pest management Initiative that seeks out long-term pest solutions rather than a “quick fix.” IPM uses education, communication, natural and biological solutions, sanitation and mechanical controls, and uses pesticides as a last resort.
Infrastructure Safety Management Plan
(Board Policy 7430 – Risk Reduction Program)
Our buildings and equipment are routinely assessed by architectural engineers and local government agencies to assure their safe operation. Annual assessments include playground equipment, stadium/gymnasium bleachers, hanging equipment in gymnasiums, hanging equipment in auditoriums, and exterior paving.

Facilities Engineering & Construction Management
Responsible for administering all phases of major construction projects including; establishing the scope of work, cost estimating, preliminary design, engineering, bidding, construction coordination, and project close-out.
